While an electronic version of the Missouri State Highway Map has been provided via a pdf file, it might be easier and more exciting for students to have their own copy to keep.  Also, the Official Missouri State Manual is a great resource for fourth grade teachers.  It can be used to discuss the functions of state government or plan a trip.  These can both be obtained from your Representative or Senator. 

You might consider contacting your Representative to schedule a classroom visit prior to visiting the Capitol.  Another wonderful teaching tool you might use before a Capitol visit is the "Fourth Grade Missouri Government Packets" available from your Representative.  If you are unable to physically visit the Capitol, consider requesting a Capitol Video Tour from your Representative as well.
